Blue can surely cash the 4 fans, and can probably cash or near-cash about a dozen entering numbers, and the rest of the numbers (except 55) he can still cube.

I think you're vastly underestimating how many entering numbers are cashes. The race lead after this play is 31 pips, any entering number except 55, 44, 33 should be a cash and even your opponent's 3 best rolls listed are still monster cubes.
