I think you can conclude that 15/11 13/11 is best and that 8/4 6/4 is not far behind. That should be the knowledge you take from the evaluation and roll-out. If the evaluation says that A is better than B, and then a longish roll-out at strong settings shows the same, you can accept the result. You still have some uncertainty as to how much better the 15/11 13/11 play is, you have an approximation for that now.
