For games that I like playing but know I'm not good at, what I look for at a tournament is the opportunity to play a lot, rather than a format that raises my chances from epsilon to 2*epsilon because there's more luck and less skill involved. For this reason, my feeling is that the Swiss system will attract lower-ranked players more than an elimination format will, even though there is arguably less luck in a Swiss tournament.
