You have three checkers back against a 4 prime, and a start of a prime yourself. If you hit, white enters and brings down a builder. You end up with more checkers back, a worse prime, loss of the outfield, and you are not at the edge.
Now what if you play B/21 24/22? Normally white will not be able to attack (too few builders), so the blot on the 16 will be moved up, and a builder brought down. Now assume that you anchor and slot the 4 or 5 point. Suddenly you have a position with potential, bringing the last checker out, and priming white's last checker. You retain the midpoint, so your army of checkers is not cut into two. That should be a much more attractive position & prospect than the first.
This is also a nice position to play out to get a good feel for how the position will develop from here depending on your play.
