The number of games needed is n(n-1)/2 so it increases faster than linearly.

He meant "two or four."
Or you could just play Swiss.
Yes! This is essentially the way the Swiss was handled at the Chicago Open, back in the day. Eight rounds of Swiss were used as a qualifier for a four player playoff. Nonqualifiers played in a consolation flight.
