What exactly is a strong player if everyone starts with the same rating?
A "strong" player is a player who performed well in the round robin.
Suppose players A and B both get 4 wins and 3 losses in the RR. They are tied as far as their record goes. But A's wins came against players who themselves won more games. So A gets more credit for his wins because they are (presumably) against stronger players.
It is true that a 5-and-2 player may not really be stronger than a 2-and-5 player; he may have just been lucky. But if you want to select the top 16 players based on their performance in the RR, then I think this is about the best you can do.
