Or the tournament could stipulate that any bye advantage should be compensated for by getting an appropriate points disadvantage, as computed by the MET. With 9 point matches, if I get a bye to the second round and is paired with someone who has come through 1st round, he should start 3-0 up in order that all three have ~33% chance to progress to 3rd. Of course it would propagate to later rounds, if I win here, and meet someone who has come through a full field of 4 she should get a 1-0 start in the 3rd round(*). If I meet someone who has come from a field of 2 byes, I should be the one getting a head start, typically 2-0. If byes are scattered in the first place, by 4th round it should not be necessary to compensate further

(*) In this case she should really start with being ~57% fav, which is more like 1.5-0, if you would like to complicate the scheme further you could roll hi-lo for 1-0 / 2-0 here, or start by playing a dmp game for the extra point of head start. OTOH, this scheme may be complicated enough already, and you might have to require that your players have degrees or are otherwise interested in mathematics to get acceptance.
