Obviously white could just as easily have a brain fart here an fail to notice the hit, particularly since he had no good reason to expect to see a blot there in the first place. So a director or kibitzers, or the opponent must simply assume that if it happens (assuming the alternative play was legal). However it is clear to me that if the player sees the blot and realizes he can hit it, and knows that it is clearly the best legal play available, he must hit it. Knowingly throwing a game or a match simply cannot be considered acceptable behavior, no matter what the circumstances.
