So the question is, how can you tell from reading the U.S. tournament rules that an agreement to play legal moves only doesn't fall in the same category?
Let's say that there is no legal moves agreement at all and a player unilaterally announces to all before the match that he intends to require correction of all illegal plays made by his opponent. Is that unethical? In my opinion it clearly is not because the intent of the rules is that players should always play legally (software generally enforces this) and makes condoning an illegal play an option. If it is OK for one player to do this unilaterally, there should be no problem with both players agreeing to do this. I don't think anyone would consider it OK for a single player to unilaterally announce to all in advance that he is going to never turn the cube in the match, even if he knows it is to his disadvantage, or that he will always make what he believes to be the second best play.
