Sure that may be the motivation for the rule but my point is that the rule, as it is written, seems to imply that: (1) players have a choice of to whether to make a legal move or not and (2) opponents have a choice of whether require a reroll or not.
I realize nobody actually believes #1 is a legitimate option. But #2 is a legitimate option, and some players consider this a normal part of the game -- that you play it like any other decision and try to maximize your equity.
If #2 really is a normal part of the game, then an agreement not to exercise the option is the same as an agreement not to turn the cube.
