(1) players have a choice of to whether to make a legal move
This is honestly, the silliest thing I have read in quite some time. To even suggest this is an option is ridiculous. Those players who believe this is a legitimate option are called cheaters.
(2) opponents have a choice of whether require a reroll or not.
This is not implied by the rules, it is stated by the rules (I assume you mean "correction", not "reroll").
The difference between this option and the option to turn the cube is that in one case a player is deliberately attempting to lose, while in the other, the player is exercising his option to enforce the rules. You may not go through a red light. A police officer has the option to stop you and give you a ticket. The fact that he decided it was in his best interest to finish his doughnut and condone your illegal moving violation does not make the illegal action ok. Quite simply, it can be viewed as "common law" in backgammon that if a player unilaterally chooses to always enforce the rules, that is considered acceptable. Software does this automatically and nobody complains that anything is being taken away from the game or that the game's integrity is being compromised. You do not need an agreement from your opponent to be able to enforce the rules and nobody will think you are unethical or unsportsmanlike for doing so. Meanwhile, if you announce that you are intentionally not going to make your own plays to the best of your ability, everyone will feel that the integrity of the game is being compromised.
