White has a few turns to extend the prime and jump over Blue's, and all numbers work well (covering the 9 with 4s, jumping with 5s and 6s), 2s and 3s move a spare on to the anchor on the 21 to ready it for the escape, and 1s diversify. So in effect, Blue is playing with 5 behind a 5 prime, perhaps anchored on the edge, against 4 behind a 4 prime, likely anchored on the edge, and with outfield control. Looks like a pass to me.
