I have advertised myself as the first anti toto - lotarian.

My point is that the ruler's reason to make gambling illegal is the same as that Roman ruler's reason. Corruption was declared to be every deal he has no partnership in. Thus was a way devised to demote the tribunes (next most powerful) - by starting a war against corruption.

Guided by mr. taxman's wisdom rulers and govts throughout the ages forgot that wealth is not in the printing house or even gold mine, but in the earth and fields and in happy creative and determined men.

Since few businesses seek partnership with BG, govts will seek less. That is why BG is gambling and illegal ... until licenced:)
