Let's not forget that most legislation is a result of private interest groups hiring lobbyists to bribe our congressmen to vote for their personal self-interests. Do you think Vegas and major casino owners want to see a place to gamble on line where they don't get a cut? Do you think the owners of horse and dog tracks want to see people have another place to go to gamble? Even the mob and others who run illegal gambling activities don't want to see people be able to satisfy their gambling urges elsewhere and they probably have lobbyists of their own having lunch with your favorite congressman!
If there is legislation, look for a trail that goes directly from the congressmen, to lobbyists and PACs, to private interest groups who are paying to have their interests represented. If you proved, definitively that poker and backgammon are skill, they will find another excuse to ban it or tax it.
