This is only legal way right?

Hi hope you can help a friend of my made a big deal about the forced moved can clear it up for him (us if im wrong). If i can move 6 pips anywere but i can if i first play the smaller number i must play the small number then the 6 right ? Cant make another small number with another blot and not play the 6?
