In this case a simple rule could alleviate this particular type of scenario. This could be considered irregular play "Offering a cube in a position where there is exactly 0% chance to win".
The other area is to make plays to NOT save gammon or backgammon to help lose a match (Player frustration with luck might be the factor). This isn't as clear cut and I'm not sure it can be as easily sewn up into a concrete rule. It could well be that someone just brings their pieces home inefficiently and doesn't save gammon because of a lack of skill. But there are other cases where I believe that a deliberate attempt not to save gammon/backgammon is an irregular play.
If I think my opponent is trying to not save gammon/backgammon I'd stop the match and call the host after a couple of rolls as perceived intent becomes more obvious to me. But as a player what compels me to contact a host if my opp is playing bad and handing me the match? This may not be an issue in the Open divisions but I wouldn't be surprised if frustrated players in the lower divisions (Int/Advanced) might already do this.
Novice - different story. It is possible for them to not understand the complete rules about how gammons and backgammons are scored - thus it is much more difficult to enforce (IMHO). As a TD I might be inclined to let this slide by a novice player and then if need be after a match sit down (or have an experienced player that is available) explain gammons/backgammons. Of course to do so would not be good during a match in progress. I venture to guess at some events that there are probably some pre-event seminars for novices to cover some of the basic rules they may not know of.
