I don't even think you need to go there. Shaking hands in that situation seems unquestionably to be a concession under Rule 4.9.

I didn't think about that when I wrote my scenario, but let's say it happened in slightly different order:

You throw 63, pick up your dice and shake hands.

Can he say: you didn't play your roll (you've made an illegal move) and after picking your dice - you congratulated him for his win?
