If there are no prizes there is no problem with the law here in Norway. The law is constructed such that all of the following conditions must be met to be a 'lottery':
a) You have to pay an entry fee to participate. b) There are prizes awarded, either as money or something else of (substantial) value. c) The winner(s) of the event is/are determined by a process whose outcome is, wholly or in part, random.
They say the outcome of a backgammon match is partly random, because there are dice that dictate how you can move. Hence holding a traditional backgammon tournament is not allowed according to the law, unless you have a license or permit.
In practice, holding weekly tournaments with a small entry fee is not really a problem, because no one is going to make a fuss about small stakes. Earlier, larger tournaments has also been held without a problem. The focus of this gaming/lottery commission has been on poker, whereas the backgammon community has been left alone. That time seems now to be over, and currently there is a lot of debate within the Norwegian Backgammon Federation of how to adapt and proceed.
