What about use of variance reduced results where the luck of the dice is accounted for.

Won't work. You need to convince pols who likely need things dumbed down more. Whereas your method is technically better, it's going to be next to impossible to explain it. We pretty much all agree that duplicate backgammon (a la bridge) is pointless, but it might convince a pol.
