Likely because you don't have privileges to right to the destination directory. This can happen if you are putting files somewhere under the c:\program files\ (or a sub folder) folder On Win7 or Vista while running as a normal user account. You have a couple choices - store/read files from somewhere in your My Documents folder or Run Gridgammon with admin privileges.
To do so right mouse click your Gridgammon icon (the one you launch Gridgammon with) click on "properties" in the menu, click the "compatibility" tab, put a check by "run this program as administrator", click "Apply" and accept(Ok) any boxes you may get after that until you are back to the desktop. Now try running Gridgammon with that icon. If you do this it should run this way every time you launch Gridgammon.
If you wish to do a "one off" and try running as administrator to test you can right mouse click the icon, and select "Run As Administrator" from the menu.
