I was quoting the original author. At the time the pruning net was still experiencing problems so he ran with it off.

I wouldn't do my future tests with it off, but at the time it made sense for him to do so. Since it is likely the cache will likely act the same way.

If the thread had been about Best Settings overall I would have corrected it. But we were dealing with cache only.
