A player with a 1.5 PR facing an opponent with a 2.5 PR has the same advantage as a player with a 12.5 PR facing an opponent with a 13.5 PR.

I am not sure about that. PR is measuring the how far one's plays stray from optimality assuming best play (as the bot sees it) from your opponent. When 1.5 plays 2.5 that is close to what is actually happening in the match but when 12.5 plays 13.5 it is not.

The main problem here is that people like to measure PR in terms of EMG rather than in terms of MWC. If, however, we work in terms of MWC then the difference in PR between the two players is indeed a measure of the expected performance. I was confused on this point myself until Maik Stiebler straightened me out.
