Is PR difference a measure of skill advantage?

The main problem here is that people like to measure PR in terms of EMG rather than in terms of MWC. If, however, we work in terms of MWC then the difference in PR between the two players is indeed a measure of the expected performance. I was confused on this point myself until Maik Stiebler straightened me out.
