I tend to agree with you. Tiger was on his way to being the greatest golfer ever and would still rank in the top two of most all-time lists, and in the top 5 of almost all of them. I am not sure if Federer is considered in the top two all-time by nearly as many lists as Tiger is, but he may be the most all-around talented tennis player ever. And, Federer is not done yet, while Tiger may be.
