I am not sure who should join Federer in the top two list to be honest. The list starts with him, and then you could add either Sampras, Laver, or Borg. And it is hard / impossible to compare players from different eras.
Federer's achievements are all the more impressive because he needs to compete with Nadal - who depending on how long he stays healthy may have a shot at becoming the best of all times, and I believe is best of all times on clay.
How good Tiger was I cannot judge - I do not follow golf.
