Yes, I think so. Black cannot use rolls containing a 6 to make a point, and some other numbers fail as well. Usually these rolls that do not make a point leave a lot of immediate fly shots. Another relevant sequence is a point making roll followed by a hitting entry, usually a game winner or more for white. Finally, any immediate entry without a hit will play well for white as well.

Black only does really well on the sequences where white does not enter next turn. That will turn the position in a pass, but not a huge one.
