Blue wants to HIT, but he has twin goals of escape and attack and he only has two men bearing on his unmade 2 & 4 points. If White rolls a two next roll he is in a good positions wether he was hit or not.

It is also DMP. So on balance:

11:5 13:10 gives maximum attack options next roll for all fans or 4 entries. It also provides 4 builders for the 4 point (excluding 5s) which is of course required for escape. So don't hit just yet go for maximum diversification for the next roll and hope not to see a two. (i think)...
