This format has been used for many years at the French Championship and it successfully contributes to a smooth progress of the schedule. As a TD, you simply canīt run after each player and time every break during every match. One player asks for a break to go and pick up something in his room, but comes back after 15 minutes and then, his opponent has left to get a drink at the bar and comes back after 20 minutes.... Player A complains. Player B complains that he has been waiting on A at least 15 minutes and it never ends while you have been losing 30 minutes during a match for one break. There are many matches being played on a tournament and you canīt follow ALL breaks and monitor them.
You want to use your breaks? Fine ! You donīt want to take a break in order to optimize your game? Fine ! You want to take a break of half an hour to read the newspapers? Fine ! Your total bank time and break time is set and your match canīt take longer than x. Period.
If you take a break, itīs YOUR break and YOUR time runs. You can come back and resume playing anytime. Since itīs not your opponentīs break, he should remain around or HIS time will run when you come back to play and heīs not there.
Last thing you want to see as a TD is a Last Chance match of 5 points, which was clocked and took an eternity to be completed simply because both players agreed to stop the clock every other move to check decisions on the computer and discuss it forever (happened during the Portuguese Open 2010 in a match played by 2 Giants and Iīm not giving any names - you know who you are).
