It depends on the correlation of the population :-P

Example #1: if you sample 30 backgammon opening rolls and all 30 turn out to be different from "3-1", how confident are you that all your 1400 opening rolls will be different from "3-1"?

Example #2: if you sample 30 tubes of sea water and all 30 turn out to contain sodium chloride, how confident are you that all 1400 tubes of sea water will contain sodium chloride?
