Taking the one-bad-piece scenario as a worst case, I think it's not so hard to figure out the probability of missing the bad piece with 30 samples (without replacement). There are (1399 choose 30) ways to sample an miss it, and there are (1400 choose 30) ways to sample in total. The probability of sampling and missing is (1399 choose 30) / (1400 choose 30) = 1370/1400, which is exactly the 1 - 30/1400 number you quoted.
