In general you look at timing and short-term tactical prospects, then try to decide on a realistic and hopefully a flexible plan. In similar positions, small changes can make a huge difference to the best move or game plan.
Here, I'm just playing 8/3 like a wimp, despite the score. Opponent's bar point is the key point and I can't do anything to stop him from making it this turn. Maybe by keeping my back men diversified I can hit something--in which case the second inside point helps me concentrate solely on the situation of my back checkers--or maybe I can make the 21 or 18 anchor.
I don't want to make the 23 point yet because it seems too committal. It reduces the diversity of the back men. Timing for a backgame is lousy at the moment.
The only other two candidates for me are 23/18 (trying to make the 18 point or start a hitting contest there, admittedly outgunned on that point) and 13/9 6/5 (hoping to make the 5 point, duplicating some point-making aces, though I'm not eager to turn opponent's 5s into time-gaining hitters). I consider those two plays only because gammons don't count against me at the score. I don't want to break the 22 anchor now, though both 13/9 22/21 and 22/18 6/5 are flashy. But nothing is really very attractive.
