So the director gives you a BONUS over what you would have gotten otherwise. You can either use that bonus time to think about your plays, or use it to take a (hopefully) restful break. It's completely YOUR choice.
This discussion reminds me of students who complain about extra credit test problems.
That was a very creative way to look at it!
The director gives your opponent additional time...
Now, unknown Player X sit down to play a timed match in a tourney vs. Neil Kaz. He suggests to Neil: "Hey why don't we just give both of us 10 minutes of additional match time, so we can think a little more about the match, not rushing it so much!". It's a win-win according to your angle, it's free time! What would you think that Neil would respond, and why?
Now, consider if, at the same time, you add - ohh and by the way Neil, if you have to go pee first, then I'll go at the same time. You won't get your 10 minutes extra, but I will!!!
It's like if you had a basketball game, and one team was allowed not to use a timeout, but instead add the time to the game timer! Well, it's not, but it's a much closer analogy than your exam one :-)

I fail to understand why you can't see, that even though it mgiht be a problem with long breaks (and TDs not penalizing them), this is so far from the best solution to that problem!
