Sometimes it helps to find what is in common with the end positions of the main candidate moves and simplify.

In the right-hand position, Blue has played a deuce (13/11) and now has two 4s to play. Which of the following plays is best?
(a) Upgrade the 11pt to the 7pt
(b) Run the 21pt checker to the midpoint (we're pretending it's legal)
(c) Hit on the 3ptBy itself, that view might clarify the perception. If not, then an expert looking over your shoulder might say:
Is it better for Blue to (a) upgrade his 11pt to the much stronger 7pt, thereby creating a near five-prime and putting great pressure on the opponent, moreover duplicating 2s, or (b) to limply run the 21pt checker, which is in no great danger, or (c) to break the 11pt asset merely to hit on the 3pt?
Phrased that way, of course you have your answer. No doubt a different phrasing could (mis-)lead one to a different answer :)
Incidentally, is 64 the fifth roll of the game? If so, either Blue or White seems to have misplayed to reach this position.
