I've wondered about this too. The problem is that a player may be late for a fixed start time, not because he is dawdling, but because he is still playing the previous round.
AFAIK (and I'm sure someone will correct me if I'm wrong) chess is played on a fixed amount of time per player per match. However, in BG we play with a per-move delay to cover the time required to physically shake and roll the dice and move the checkers. It is not difficult to imagine a match taking a long time simply because it requires a large number of moves. Is it fair to penalise a player because his previous match was complex? I don't think so.
Is it necessary to allow breaks at all? A 13pt match is unlikely to last more than 2 hours. I don't think it is unreasonable to expect players to deal with any tobacco, bathroom and refreshment necessities before the match and then go without for a couple of hours.
