I don't agree with this. Bug fixes and patches perhaps should be free, but I think it's perfectly reasonable to charge something for an upgrade. You end up paying more than X in toto, but then you've enjoyed the privilege of using the product for a longer period of time. Somewhere between X-Y and X for an upgrade seems reasonable.
