You might compare your position with 4 off (so bearing 1 off leaves 10 on and 2 off doesn't gain a roll), with 3 off (where bearing 2 off leaves 10 on but 1 off leaves 11) and 5 off (where 2 off leaves 8 on and 1 off leaves 9).
