The all-time leader in on-base percentage is Ted Williams, who was otherwise known as the Splendid Splinter. Williams is very close to Ruth in career slugging as well. Williams played in a home park that did (does) not favor left-handed hitters, whereas Ruth played in a home park that was specifically designed to amplify the impact of his lefty power stroke.
Williams also lost his age 24 through age 26 seasons because he was a fighter pilot in World War II. He led the American League in both slugging and OBP during the two seasons prior to his military service and for each of the four years after his service concluded. He also lost parts of the 1952 and 1953 seasons while serving in the Korean conflict.
Williams also competed against black players, who were not allowed to play during Ruth's era.
It's pretty obvious that Ted Williams was a better hitter than Ruth. It's true, though, that Ruth was a great pitcher during the early part of his career--the best lefty in the American League.
Disclaimer: I am a Yankee fan and Ruth is probably my all-time favorite player/character.
