Between duplicating entering and duplicating covering, I do the former.

Since White is on the bar, the only way to enter, hit, AND cover is by rolling doubles. My axiom would argue for duping entering and hitting numbers, but as others here have surmised, duping is (as always) only a shortcut approximation. If you actually look at the upcoming sequences (1-ply or 2-ply lookahead) you find a potential exception. Likely this led to Stick's puzzlement.
