Isn't there a simpler way to say all this?

In Response To: Unlawful Internet Gambling Enformement Act - SPA (Daniel Murphy)

Is this parallel to saying drug dealing is illegal if the drug users are illegally using the drugs and the dealer knows it?

So the Port Act outlawed the (gambling) dealers in this seemingly round-about way?

But I still say their intent was to stop the play and their target is the providers.

This is a lot like the now infamous "War on Drugs". So congress, how'd you do on that one??
