Also, if you disobey Pottle's Law, then Pottle will come and slap you.

If Pottle's Law (Rule) is applicable then IMO you must move both back checkers out. Once you play 21/X, you actually HAVE a last checker. Pottle's Rule says "always run the last checker". So you're stuck with 21/Y.

But I know Sam wouldn't run both here.
