Yes, it is hard to name names. You have to not only be sure someone is a cheater, you must be able to prove it or you open yourself to a libel or slander suit. Also, many of the people who cheat are of very low character, and you don't know if you are putting yourself in a position of physical danger.
There are people I simply think are shady and don't trust, and I certainly don't "blow the whistle" on these people...but I have no problem warning close friends to watch out for so-and-so.
But when I know there is a cheat, I will, and have, spoken out. I sent emails to money players all over the U.S. warning them about Rocky Kaya...the fellow originally from Chicago with the loaded dice who tried to shake me down for $2000 and threatened me long before he went to Vegas to take people for bigger money there.
Paul Weaver and I posted our evidence against Hank Youngerman (Redtop) on several web sites and circulated our proof that he was a cheater.
When a gentleman showed up at a tournament recently who I know had stiffed people in a chouette, I warned everyone in the chou and alerted the tournament director that there was a disreputable person in the room.
When a player intentionally "snuck" a checker on to the bar (and tried to hide it with his hand) so that he could get a shot at blots in my inner board and have a chance to win the game, I not only stopped and called him on it, I called over the tournament directly and very loudly explained that he was a cheater so that everyone in the room could hear me.
I could go on with this list. So I am putting my mouth where my money is, if that is your point.
