ruling in Madison

In my round 6 match against Madisonian Alan Gold, I rolled a 5-1 but played only the 5 and picked up my dice. He stopped the clock, stated that I had made an illegal move, then said he had yet to decide on whether or not to accept the illegal move or require me to replay it. I objected that until he made his decision his clock should be running. We then (with clock stopped) mutually (and non-contentiously) agree call the director for a ruling. (In the meantime a not-so-neutral kibitzer Calcutta teammate of Alan's thought it was his place to voice his opinion that Alan was correct....) Tom Machaj mulled it over for a while and eventually agreed with me that Alan's clock should run until he made his decision. Here is the US rule taken from the ChiPoint website:
4.3 ILLEGAL PLAYS. When a player has made an illegal checker play and the opponent wishes it corrected, he brings attention to the illegal play and hits the clock. The player makes a legal checker play, then hits the clock. If the opponent does not want the illegal play corrected, he picks up the dice and rolls (or doubles/redoubles).
After Tom left the table there was a pow-wow between Tom, NeilKaz, and several interested parties but I tried to concentrate on playing the match so I don't know what transpired there. (Maybe someone involved can report.)
But, regardless, what is your ruling? What would happen in Europe?
