It doesn't really violate Magriel's safe/bold criteria because those criteria conflict somewhat here. It's true you're outboarded, but you have an anchor and you're behind in the race. The only plays that don't leave a shot are 13/6 and 8/1, which are structurally awful; typically, such plays would be correct only if there were very strong safety indicators (big race lead, much weaker board). So if you're going to leave a shot anyway, you might as well play something that stands to gain the most.
