clock ruling/setting hypothetical

Suppose director decides that a particular player has a physical disability that requires more clock delay time.

Assuming a clock is available which has the capability of different delay settings for the two players (hopefully the ~$100 Chronos models have this option -- Chronos proponents?), is it fair to assign the opponent the standard delay setting while giving the player with disability extra delay time?

(Although hypothetical now, AFAIK, this could be a real issue in the future.)
