Yes, I think I'd call this a holding game. Blue will have trouble clearing his 11 point with white holding the point 6 pips away.

Blue has an advantage in pips and race, and usually that's enough to double. But his position is pretty weak, with only two homeboard points (one of which is the ace), a homeboard blot and some random stacks here and there. Meanwhile, White has a nice board.

I wouldn't double this, but I won't be surprised if it turns out to be a double - Blue is slightly ahead and has some market losers. OTOH, if White can hit a shot, it's really bad news for Blue. The take seems pretty clear.
