Actually I don't think that that's true in this particular case. I'll give it a shot.
The first thing to recognize is that 24/20 24/21 isn't such a horrible play even on the opening roll. It gets the back checkers going and slots two potential advanced anchors. If one of the checkers gets hit, you may anchor on the other one. The downside of the move is that the "double exposure" (as Trice puts it) gives your opponent several strong attacking rolls. Also, you forgo the opportunity to further your offensive development.
After your opponent makes her bar with a roll of 61, she has to break her 7pt or 8pt to hit you, giving you plenty of return shots if you move both checkers up. Also, once your opponent's bar point is made, you have more incentive to get off the 24pt.
Finally, if you've also made your bar point with 61, then bringing down a checker from the midpoint doesn't improve your forward position as much as it does on the opening roll. Your midpoint stack isn't as tall any more, and the lack of a spare on your 8pt means you don't have quite as many strong point-making rolls.
