Clarification of rule 5.6 (USBGT)?

Hi all
There is a lively debate in the St Albans BG Club, UK regarding the dead cube. Rule 5.6 of the USBGT Rules and Porcedures 2009 states:
5.6 DEAD CUBE. When the cube level is high enough to ensure that the match will end with the current game, that game shall be played to conclusion at the present cube level.
So in a match where the score is 5-3 to 7 points and the leader holds the 2 cube, is the cube now dead and therefore not allowed to be turned? (Regardless of the fact the leader has no benefit in turning the cube.)
Should the leader turn the cube for whatever reason what should happen next?
