It is after recube and take, but you need to compare the equities evaluated at the same cube level, so cube at 2. For example, if you have the cube on 2 and it is a double and drop position, your rollout may say 0.9 if no recube and 1.05 after the recube and a wrong take, but it is both with the cube on 2. Also the recommended cube action (double, pass, 1.0) is with the cube on 2.

And yes, it can be positive. That is because for a cube on 2, -1 corresponds with the match equity of -4 -1 C (trailing) and -3 -2 (leading). If you fit the actual match winning chances after redouble and take on that, you find you are more than half-way towards the -3 -2 equity.
