The rough answer is both yes and no.

When you are bearing off, you should never want reach the ideal position which has 15 checkers and a pip count of 57. In order to get there, you would probably have to move checkers inside, when you should be ripping them off. See the following diagram.

If you are allowed to take checkers off, then the ideal position for a pip count of 57 is the one below.

When you have checkers outside, however, and have not borne any off, the wave or hump that you observed does appear. But this time, it is in the outer board! As the pip counts gets lower, it creeps toward the inner board.
