Well, I don't think you need more time than the 2 min / point + 12 seconds / move that is more or less becoming the world wide standard.
However, if you want to give more time at a tournament than this, I certainly applaud that you extend the time-bank rather than the delay. Increasing the delay to more than 12 seconds, will only make for a sloppy overall tempo, and will really hurt the game when played by a tortoise or two... Adding more time to the bank, will add just that time, and the player can use it where he/she needs it.
With the 12 seconds delay, we are already at a point where you can see the faster player being "behind" on the clock, simply due to thinking patterns. Some players play forced, obvious and standard moves fast, keep a running count when at a potential race double point, etc, then stops once in a while to really consider the strategy and position. Such players can find themselves using more reserve time than a player constantly playing at a tempo of 12-14 seconds per move, which honestly can be conceived a bit slow if during opening play, easy/forced moves or non-contact play.
Extending beyond 12 seconds delay (such as 15 seconds which is seen now and then) would only make such a scenario much more likely.
To sum up: I don't like the lax time controls. But I do like that the additional time is given as bank time, when lax controls are preferred.
