Decades of experience is not a requirement for expertise. I, and probably many of you, can think of several expert players who became very good, say, two or three or four years after starting a period of dedicated study. I imagine also that for players who have played decades and are experts, most of their improvement is due to a concentrated period of a few years at most. On the other hand, I'm sure all of know many who have played for decades who play no better now than they did decades minus one decade ago.
